
A Wisconsin judge threatens not to detain the court in protest of federal authorities’ arrest of her fellow judge. Hannah Dugan last week.
Judge Monica Isam made the announcement by email to state judges on Saturday. Her email entitled “Guide has been requested or I refuse to hold a court” revealed that she has no intention of collaborating with Immigration Customs Enforcement (ICE).
“If there is no guidance for us and no support for us, I would refuse to hold a courthouse at Branch 2 in Sawyer County. I will not put my staff members who may feel compelled to help put me or my community at harm,” Isamu wrote.
“Both of the constitution we swore to need is not going to allow someone to be taken out of court on ice and sent to concentration camps without any particular legitimate procedures. Should we raise bail?” Isamu wrote, also referring to the Wisconsin constitution.

“If this costs my job or gets arrested, at least I know I’ve done the right thing,” she added.

Dugan was arrested and charged on Friday for obstructing the official lawsuit after evidence came out that he protected immigrants from ice agents, according to criminal charges. She was also accused of hiding an individual to prevent discovery and arrest.

Federal agents of the ICE, FBI, CBP and DEA continued their appearance at the scheduled criminal court before Dugan on April 18, attempting to arrest Mexican National Eduardo Flores Luis, an undocumented man, to face three misdemeanor battery charges that allegedly defeated the two.
Dugan demands that officers proceed to the Supreme Court’s office – after the hearing ended, Flores Lewis and his lawyer filed the lawsuit, restricting the door to the ju court and bypassing public areas where agents were waiting to avoid arrest.

Dugan has previously worked with the executive director of legal aid organizations and Catholic charities. She was elected to the Circuit Court Branch 31 in 2016 and was not opposed in the 2022 election. According to the Milwaukee Journal Sentinel, she mainly oversees cases in the Misdemeanors Division.
