O’Neill, drafted by the Orlando Magic in 1992, claimed that Stern approached him before the lottery draft that year and asked him about his preferred NBA destination.

A few months later, O’Neill saw Orlando, Charlotte and Minnesota landing the top three picks.
“Minnesota was third. Charlotte was second, and Orlando, Florida, was first,” he said. “I was like (while questioning). I didn’t think much about it. I hear a lot of these conspiracy theories. There are many situations where these things can be made better.”

O’Neill said he wanted to avoid using the phrase “conspiracy theories,” but described the situation as “very interesting.”
