The judge said that Trump’s order, entitled “protecting Americans from aggression” and “ends taxpayer subsidies at open boundaries,” was “unconstitutional, vague and violating legitimate procedures,” and that “imposes enforcement conditions aimed at directing local officials to enforce federal immigration practices and laws.”
“The threat of withholding funds causes irreparable injuries to them in the form of budget uncertainty, constitutional disenfranchisement, and erosion of trust between cities and counties and the communities they serve,” Orick wrote.
According to donation records stored in the Federal Election Commission database, Orrick, who was appointed Obama in 2012, has donated $113,600 to Democratic candidates and committees over the years.
