Before a nuclear site is constructed, producers must obtain early site permission to check geology, site conditions, and whether new facilities can be constructed.
“If you’ve never built a reactor at that location before, that makes sense. But in our case, we have existing reactors that have been operating in these communities for decades,” Dominguez said. “Now, NRC regulations require us to do tedious exercises that cost around $35 million per pop to make sure we already know.
