“The intent is not to restrain anyone based on what they look like,” Councillor Rafael Pineilo told the Miami Herald. “We are obliged to comply with federal and state laws, but our goal is not to target individuals based on appearance. Our focus remains on legitimate enforcement, not profiling.”

Local activists continue to oppose potential agreements.
“By turning local law enforcement into tools for the Department of Homeland Security’s Enforcement Bureau, Doral’s elected officials have broken the trust of the city’s large Venezuelan community,” Adelis Ferro, executive director of the Venezuelan-American Caucus, told the Miami Herald. “The community relies on police for protection, not persecution.”
